Vietnam has introduced stricter trade regulations under Decree 292, expanding the list of prohibited imports and exports to strengthen compliance with international standards and improve border controls. The updated rules include a new ban on products made wholly or partially through forced labor, reflecting the country’s commitment to responsible trade practices and its international obligations.
The decree also formalizes restrictions on the import and export of e-cigarettes, heated tobacco products, and rough diamonds that do not meet Kimberley Process certification requirements. In addition, existing prohibitions remain in place for weapons, explosives, hazardous chemicals, radioactive waste, endangered wildlife and plant species, as well as various banned pharmaceuticals and cultural products.
Vietnam continues to restrict the import of a wide range of secondhand goods, including used electronics, household appliances, vehicles, medical equipment, and automotive parts with altered identification numbers. According to the government, exemptions to these trade restrictions will only be granted in cases specifically allowed under the Law on Foreign Trade Management and related regulations, reinforcing the country’s efforts to ensure safe, transparent, and responsible international trade.
