Vietnam’s National Assembly has approved an ambitious economic development plan for 2027, setting a target of at least 10 percent growth. The plan aims to strengthen the country’s economy while maintaining stable prices, improving productivity and attracting more investment.
Lawmakers adopted the resolution on November 7 during the second session of the 16th National Assembly. The government wants to achieve faster growth without creating major risks for the wider economy. Inflation control and financial stability will remain important priorities.
The plan places strong attention on improving laws and government policies. Officials want to make the legal system more effective and ensure that new rules support businesses and investment. Better policy implementation is also expected to improve productivity and make the economy more competitive.
Science and technology will play a central role in the strategy. Vietnam plans to increase investment in innovation, digital transformation and important technologies. The country also wants to develop greater control over strategic and core technologies that can support its long-term economic goals.
Recent economic figures provide a strong starting point for the new plan. Vietnam’s total trade value passed $1 trillion during the first ten months of 2026. The figure reached an estimated $1.01 trillion, representing a 32.3 percent increase compared with the same period last year.
Exports accounted for around $499 billion, up 27.4 percent year on year. The figures show how Vietnam has become more connected to international production networks and global supply chains.
Foreign investment also continued to grow. Registered foreign direct investment reached $50.36 billion during the reviewed period, an increase of 76.4 percent. Disbursed investment reached $21.07 billion, rising 12.1 percent.
Manufacturing, electronics and technology remained important areas for foreign investment. These industries are helping expand production capacity and support export growth.
The government also wants domestic companies to become more competitive. Businesses are being encouraged to improve production, develop new products and explore international markets.
However, achieving growth of at least 10 percent will require careful economic management. Vietnam must balance investment and production growth with price stability and financial security. The 2027 plan sets a clear direction for the country’s next stage of development. Its success will depend on effective policies, stronger businesses and continued investment in technology and industry.
