Vietnam is preparing a national strategy to build a strong advanced materials sector as part of its effort to strengthen technological self-reliance and support long-term economic growth.
The Government is drafting a strategy for the materials industry through 2030, with a vision extending to 2045. The plan aims to help Vietnam move beyond exporting raw minerals and instead focus on high-value manufacturing, research, and advanced technology development.
Officials and industry experts believe advanced materials will play a key role in the country’s future industrial growth. These materials are essential for sectors such as semiconductors, artificial intelligence, renewable energy, electric vehicles, biotechnology, and defense manufacturing.
According to the Ministry of Industry and Trade, competition among countries is increasingly centered on control of materials, processing technologies, standards, and supply chains rather than finished products alone.
Experts say the level of development in a nation’s materials industry reflects its industrial strength, scientific capability, and economic independence. As global demand grows for strategic materials, countries are working to secure resources and strengthen domestic production capabilities.
Vietnam possesses significant reserves of valuable minerals, including bauxite, rare earth elements, titanium, tungsten, and graphite. These resources provide a strong foundation for developing advanced industries.
However, experts note that natural resources alone are not enough. The larger challenge is transforming those resources into finished materials and products that can compete in global markets.
The country’s leadership has identified industrial self-reliance as a major national priority. The 14th National Party Congress emphasized the importance of strengthening production capacity, advancing science and technology, and reducing dependence on imported industrial inputs.
National development plans also highlight emerging sectors such as semiconductors, robotics, automation, artificial intelligence, biotechnology, renewable energy, and advanced materials.
Government leaders have described the materials sector as a foundational industry that supports industrialization and modernization. They see it as a key requirement for building a resilient and competitive economy.
Throughout history, major industrial advances have often been linked to breakthroughs in materials. Steel helped drive industrial growth in the nineteenth century. Oil, polymers, and advanced alloys shaped the twentieth century. Today, advanced materials such as semiconductor materials, nanomaterials, and biomaterials are becoming increasingly important.
Vietnam’s lawmakers and industry leaders believe the materials sector will help support large national projects and future industries. These include transportation infrastructure, energy systems, semiconductor manufacturing, defense production, digital infrastructure, and clean energy development.
Despite progress during decades of economic reform, experts say Vietnam’s materials industry still faces several challenges. While the country has developed industries related to construction materials, metals, chemicals, and plastics, it has not yet achieved the scale needed to become a leading industrial foundation.
Industry specialists point to policy gaps, shortages of skilled workers, and weak connections between research institutions and businesses as key obstacles. They also note that deeper processing and advanced manufacturing capabilities remain limited.
Researchers argue that Vietnam should reposition the materials industry as a core pillar of the economy rather than a supporting sector.
Experts say the country should focus on three main goals. These include managing natural resources effectively, mastering advanced processing technologies, and securing a place in high-value global supply chains.
Many strategic industries still depend heavily on imported materials. These include semiconductor production, battery manufacturing, electric vehicles, aerospace applications, and specialized defense technologies.
Industry leaders warn that continued dependence on imports could create risks for economic security and technological development. They argue that stronger domestic capabilities are needed to support future innovation.
The proposed strategy aims to address these concerns by building integrated industrial value chains. Instead of focusing only on mining or basic production, the plan would support research, design, testing, manufacturing, commercialization, and recycling.
Under the draft plan, materials will be divided into three categories. These include basic materials that need upgrading, strategic materials that require major investment, and future materials that need long-term research.
By 2030, Vietnam aims to establish a comprehensive materials industry capable of researching, designing, producing, and commercializing key materials. The country also hopes to gain greater control over selected strategic materials and core technologies.
Looking ahead to 2045, Vietnam plans to develop a materials industry that ranks among the most advanced in the region in sectors where it has competitive advantages.
Priority areas include rare earth materials, advanced magnets, aluminum alloys, titanium products, battery materials, semiconductor materials, high-quality steel, chemicals, polymers, composites, and recycled materials.
The strategy also proposes creating three to five national materials research centers by 2030 while supporting the growth of strong domestic companies capable of leading future supply chains.
Officials believe the Vietnam Advanced Materials Industry strategy will help transform the country from a supplier of raw resources into a center for innovation, advanced manufacturing, and technological development.
